I think it must have been possible some time ago, because my friend told me he found my cell number using Verizon website. I guess it was about 5-6 years ago

Verizon have never offered cell phones data publicly which means that your freind must have obtained your number in some other way

Yes they have because I have used it myself. A couple time actually. I work for a company and we have to look up names to go with the numbers.
